Course Description:

Personnel assigned to lead local emergency response activities

Goals

Provide participants with a comprehensive understanding of the practices and procedures required to perform the duties of a Rapid Response Team Leader at an incident scene

Participants should also understand how other oversight roles function and interact in the emergency response process.

During the course, participants are given the opportunity to take part in various emergency scenarios, practicing the emergency management processes and skills acquired during the training.

Training program:

Content

Day 1

  • The Role of the Field Response Team Leader
  • Liaison between the on-site response team leader and the fire brigade leader and the Emergency Control Centre.
  • Taking on a leadership role
  • Managing an incident using an Incident Control System (ICS)
  • An exercise based on a simulated incident in which staff are asked step-by-step to describe how they will achieve the objectives of their role, in particular ensuring communications. Using digital technology, a good quality ground plan image is produced showing the emergency area and providing a realistic view of the scale and detail of the emergency that needs to be dealt with effectively.
  • Communication, barriers and obstacles to maintaining effective communication, methods for establishing effective communication points, relaying information to facility management, confirming understanding and compliance with instructions
  • An exercise using simulated work area plans and enhanced digital images of emergency areas. The exercise helps to improve the skills of the Operations Team Leader (OSC) in communication techniques and managing the bigger picture of the incident.

Day 2

  • Stress
  • Recognizing signs of stress, understanding the impact of stressors on team members and the emergency plan, techniques for relieving personal stress, relieving stress during an emergency, and providing support to other members of the response team
  • Analysis of incident response tactics on the ground
  • Control of approach to the scene, access to breathing apparatus, emergency personnel and personnel safety, management of environmental hazards, gas emissions, liquid hydrocarbon spills and pressurized vessels.
  • Fireground exercise involving explosion and fire. Using fire brigade personnel and training staff as the OSC and other contact persons such as Incident Command, Medical, Security etc.
  • Exercise on practicing gas leak control techniques. Control of the spread and prevention of development of hazards for the environment, industrial facility as a whole and personnel
